The Services Directive was set up as a general legal framework to enable the progressive and coordinated modernization of the national regulatory systems for service activities, which is essential in order to achieve a community-wide legislative tool and create a genuine internal market for services.
In keeping with the White Paper for the reform of the service sectors, the transposition of the Services Directive will entail the simplification of administrative procedures and mean that unjustified or disproportionate obstacles to the access and exercise of a service activity will disappear, all of which offers a unique opportunity to make business activity considerably more dynamic.
