Beneficiaries

Small- and Medium-Sized Enterprises with one or more employees

On May 6, 2003, the Commission adopted a recommendation regarding the definition of a SME, which modified the 1996 Recommendation. The text defines the types of company (autonomous enterprises, partner enterprises and linked enterprises) and establishes a transparent method for calculating the financial limits and number of employees.
This definition has been in effect since January 1, 2005.

Intermediate structures

  • Public or private non-profit organizations that have their own legal personality and are habitually involved in supplying services to support all types of innovation and modernization to small- and medium-sized enterprises (SMEs), and who have the material and human resources necessary to boost and direct these innovative projects.
  • Non-profit, mostly state owned entities that habitually supply business services to support innovation and the competitiveness of small- and medium-sized enterprises (SMEs) and foster projects that are in line with the measures included in the Annex.
