The Innovative Business Groupings Programme of the Ministry of Industry, Tourism, and Trade (MITYC), which is carried out by the Directorate General of SME Policy, was first set up in 2007. This programme participates in the European strategy for promoting competitiveness through the creation and development of innovative clusters, actions considered top priority by the Framework Programme [es] (2007-2013) on Competitiveness and Innovation in the European Union.
